Discretionary Residents Permits - In Zone

1st, 2nd and 3rd Permit

1st Permit: a £30 charge applies; 
2nd Permit: £120 charge applies;
3rd Permit: £240 charge applies;

Proof of residency, vehicle ownership and statement of reasons is required. 

Households within a permit zone are entitled to TWO permits, if you are the third applicant for the household you may apply for a discretionary permit, charged at £240. If you select the first or second charged permit, the application will be refused. 

There are no fixed criteria for the granting of discretionary permits, each application will be dealt with on their own merits and each decision does not set a precedent for future applications.

The officers (the employed staff) of the Council will decide an application for a discretionary permit.

PROOF OF OWNERSHIP OF VEHICLE

Only one proof required showing the address for which the permit is for

  • DVLA Registration document (V5C)
  • Current Insurance certificate/schedule

PROOF OF RESIDENCE

Only one required showing name and address of resident, dated within last 4 months

  • Bank statement
  • Credit card bill/Storecard statement
  • Gas/Electric/Telephone bill (mobile phone bills excluded)
  • Current Council Tax bill

STATEMENT OF REASONS 

This should include reasons why you are applying for a discretionary permit, the difficulties you have encountered with parking. The more detailed your reasons for applying, the more information the Council can use to decide your application.
