Reading's Local Area Agreement (LAA) is a three year agreement between central government and the Reading Local Strategic Partnership (LSP), led by the Council.
The LSP is a partnership of Reading's key partners, currently including the Council, the police, the health service, the fire service, businesses, Thames Valley University, the Environment Agency and the voluntary and community sector.
The LAA sets out the key priorities for Reading, as identified in Reading's Sustainable Community Strategy, and linked to each of these, presents a set of performance indicators and targets for the next three years, which are aimed at improving the quality of life for the people of Reading. These indicators will enable partners in Reading to monitor the achievement of the priorities.
The Reading LAA therfore represents the action plan for achieving the vision for Reading as set out in the Sustainable Community Strategy.
Reading's first LAA runs from 1 April 2007 to 31 March 2010, and includes 12 targets which have been 'stretched' to improve performance in key areas of service, through the provision of Pump Priming Grant. If the target is achieved then Performance Reward Grant is received.
Reading's second LAA was initially agreed in June 2008 (revised and agreed again in March 2009) and runs from April 2008 - March 2011. This includes 34 'designated' indicators, taken from the new National Indicator set, which will attract Performance Reward Grant if achieved, as well as a number of 'local' indicators which are of key importance to Reading. The agreement also includes a set of Department for Children, Shools and Families (DCSF) statutory targets.
