New Local Plan

We are working on producing a new Local Plan, which will replace our current development plans (the Core Strategy, Reading Central Area Action Plan and Sites and Detailed Policies Document) with a new plan setting out how Reading will develop up to 2036.

Issues and Options

Between January and March 2016, we undertook a pdf icon consultation on Issues and Options [20Mb] which is the first stage of the plan. This included a pdf icon summary leaflet [524kb] and a pdf icon sustainability appraisal [4Mb], which covers the effects of the policy on environmental, social and economic objectives.

The consultation ran from 22 January to 7 March 2016 and is now closed.  A pdf icon Statement of Consultation [10Mb] has been published. Council responses to the comments are set out in the pdf icon list of responses to issues and options representations [1Mb].

Draft Local Plan

Following on from Issues and Options, consultation on a Draft Local Plan took place between 1 May 2017 and 14 June 2017. The pdf icon Draft Local Plan [11Mb] is available to view on this page, together with a brief pdf icon summary leaflet [168kb]. The plan was accompanied by the following documents, which were also available for consultation:

A pdf icon Statement of Consultation [3Mb] on the Draft Local Plan summarises the consultation process, and sets out summaries of the representations received and the responses by Council officers.

Pre-Submission Draft Local Plan

Consultation on a Pre-Submission Draft Local Plan began on 30th November 2017 and will last until Friday 26th January 2018, and the Council welcomes your comments. The Pre-Submission Draft is a revised version of the draft that was consulted on in May and June, and is the version that the Council intend to submit for approval to the Secretary of State.

View the pdf icon Pre-Submission Draft Local Plan [11Mb] here. It can also be viewed in the reception of the Civic Offices, Bridge Street from 9am-5pm on weekdays and in all Reading Borough libraries during normal library opening hours. A pdf icon summary leaflet [141kb] is also available, which sets out how to respond to the consultation, and details any consultation events. You can also see word icon Guidance on making representations [60kb] (which includes a form for responses).

The Plan is accompanied by the following documents, which are also available for consultation:

Submission of the Local Plan

The Local Plan was submitted to the Secretary of State on Thursday 29th March 2018. This marks the beginning of a process of public examination that will take place during 2018. The Submission Draft Local Plan and all information related to the examination can be found on the Local Plan Examination page.
