National Register of Taxi Licence Refusals, Suspensions and Revocations

We have signed up to the National Register of Taxi Licence Refusals, Suspensions and Revocations (known as NR3S) which allows councils to record details of hackney carriage or private hire vehicle (PHV) licences that have been refused, suspended or revoked and allow local authorities to check new applicants against the register.

The data held on NR3S will help licensing authorities fulfil their statutory duty to be satisfied that a person is a fit and proper person to hold a licence.

How we’ll use the register:

From 30 June 2023, all applications for a new licence or licence renewal we receive will automatically be checked on NR3S.

If we find a match with an applicant we will contact the licensing authority that recorded the entry for further information. Any information received as a result of the search will only be used in respect of the specific licence application and will not be held beyond the determination of that application.

If we revoke, suspend an existing licence or refuse a new or renewal application we will automatically record this on the NR3S database.

The information recorded will be limited to:

  • Name
  • Date of birth
  • Address and contact details
  • National Insurance Number
  • Driving licence number
  • Decision taken
  • Date of decision
  • Date decision effective

The information will be retained for 11 years.
