Direct Debit is the easiest and cheapest way to pay. We accept payments on 1st, 8th, 15th or 25th of the month.

  • Use your swipe card or the barcode on the front of your bill to pay at any Post Office or Paypoint.
  • Download the Allpay App to pay your bill using your Smartphone.

Online account

If you have a council tax account you can manage your account online - once you have set up your online account, you will be able to view your balance, payments, bill details and any documents sent.

Missed payments

If you are having trouble keeping up with payments or if you disagree with the recovery actions taken, you should contact us as soon as possible using our Council Tax Recovery Action form

If you miss a payment or pay late, we will send you a reminder giving you seven days to pay. If you do not pay, or regularly pay late, you will receive a court summons and will lose your right to pay in instalments. You will have to pay any costs we incur recovering what you owe; we will, however, allow you a final opportunity to propose repayment of the debt using our Council Tax Arrangement form. Failure to agree repayment terms may result in your account being sent to our enforcement agents, in which case further costs will be incurred. Alternatively, we may request deductions directly from your salary or benefit payments.

The Council Tax department is successfully pursuing bankruptcy, insolvency and commital proceedings against non-payers. This is to increase the revenue collected on behalf of all local tax payers. It is a criminal offence not to pay your Council Tax - which can result in a prison sentence.

Council Tax Annual Bill 2019 - FAQs

Bill enquiries

Please be advised that the annual bills were run over the weekend of 2 March 2019. Therefore any payment made after this date will not show on your annual bill. 

Register for e-billing

You can view an up to date version of your account online by registering with our online portal. By using this you will be able to view your account balance, bill details, payments made and documents sent.

Continuing to pay by Direct Debit

If you already pay by Direct Debit then you don't need to take any action. Your Direct Debit payments will continue to be taken. Set up a Direct Debit

What is the adult care precept shown on my bill?

In 2015 the government created the Adult Social Care Precept, which allowed Councils that provide social care to adults to increase their share of Council Tax by up to an extra 2%, which the Council applied in 2016/17. In 2016 they announced that for the 3 years from 2017/18 to 2019/20 Councils would be allowed to increase this by up to 3% in any given year, but no more than 6% in total over those years. Reading Borough Council took the decision to increase the Adult Social Care Precept element of Council Tax by 3% in 2017/18 and 2018/19.  As a result, in 2019/20 the Adult Social Care Precept will increase by 0%.

The Government has said that this precept must be shown as a separate charge on all council tax bills. The precept shown on the bills is for the precepts in 2016/17, 2017/18 and 2018/19. There is no addition to the precept in 2019/20.

E-billing account troubleshooting

'Invalid username / password supplied'

This means that the username and/or password entered does not match login details held on our database.

Please be aware that your username and password are both case sensitive. For example, if you chose to use your email address as your username (i.e. you will need to enter your email address so that it visibly appears exactly the same. You will not be able to access your online account by entering

Please take care not to add additional spaces at the beginning or end of your username and password. This may unintentionally occur if you decide to copy and paste your login details.

Please ensure that you have applied full-stops to email addresses rather than commas.

'Sorry your online account has not been activated yet; an email should have been sent to you in which you need to select a link to activate your account'

This means that your online account has not yet been activated and you will not be able to access your account/claim information. If you received a Registration Activation email from us and were unable to activate your online account within 24 hours of receiving this email, please contact our Customer Services Team on 0118 937 3727.

'Your sign in attempts have exceeded the limit'

This means that your account has been locked due to too many failed login attempts. You will need to contact our Customer Services Team on 0118 937 3727 unlock your account and for further support.

'404 - File or directory not found'

Please try logging in again after 10 mins when the online service is less congested.

'Sign Out' appears in a box when you attempt to login

This will appear if you are 'timed out' of a previous session. Please click on the 'Sign Out' button to return to the login page where you can re-enter your login details.

The Direct Debit Guarantee

This guarantee is offered by all banks and building societies that accept instruction to pay Direct Debits.

If there are any changes to the amount, date or frequency of your Direct Debit Reading Borough Council will notify you 10 working days in advance of your account being debited or as otherwise agreed.

If you request Reading Borough Council to collect a payment, confirmation of the amount and date will be given to you at the time of the request.

If an error is made in the payment of your Direct Debit, by Reading Borough Council or your bank or building society, you are entitled to a full and immediate refund of the amount paid from your bank or building society

If you receive a refund you are not entitled to, you must pay it back when Reading Borough Council asks you to.

You can cancel a Direct Debit at any time by simply contacting your bank or building society. Written confirmation may be required. Please also notify us.
