40 – Parked in a designated disabled persons’ parking place without a Blue Badge

If you wish to challenge this penalty charge notice (PCN) you must select one of the reasons below.

I have a Blue Badge

If you have a valid Blue Badge, we may consider your challenge if the badge:

  • had fallen down
  • was closed
  • was face down
  • was not put on display.

You will need to provide a copy of both the front side and the rear photo side of the badge. Make sure the details on the badge are clearly visible.

Be aware that you are not guaranteed to have your Penalty Charge Notice (PCN) cancelled as each case is reviewed individually.

Challenge the PCN

Alternatively, if you pay your PCN within 14 days of the date of your ticket, you pay the lower amount shown on your ticket or letter. If you pay after 14 days, you pay the original penalty charge on the notice.

There were no parking spaces available

You are not allowed to stop or wait in a designated disabled persons’ parking place without a blue badge.

If there were no parking spaces available, you should have found an alternative unrestricted place to park.

You are liable for the Penalty Charge Notice (PCN).

If you pay your PCN within 14 days of the date of your ticket, you pay the lower amount shown on your ticket or letter. If you pay after 14 days, you pay the original penalty charge on the notice.

You will need to upload a document that provides further evidence of the emergency you were involved in for you or the passenger.

Be aware that you are not guaranteed to have your Penalty Charge Notice (PCN) cancelled as each case is reviewed individually.

I was loading or unloading

We will reconsider your case if you provide us with more information.

Depending on what you were loading or unloading, we may need to see a delivery note, a receipt or invoice for goods, or a job sheet.

Among other things, we will check that what you were doing counts as loading or unloading and that you only parked as long as necessary for the loading or unloading to take place.

Be aware that you are not guaranteed to have your Penalty Charge Notice (PCN) cancelled as each case is reviewed individually.

My vehicle has been cloned

If you think that your vehicle has been cloned, you must report this to the police as soon as possible.

We may consider your challenge.

  • a colour photo showing the make and model of the vehicle
  • a colour photo showing the vehicle registration number of the vehicle
  • a police crime reference number related to the cloning of your vehicle
