Reduce energy consumption
Making small changes, such as only filling the kettle with what is needed, can help save energy. See tips and advice on saving energy at home for more information.
Winterwatch referral
Winterwatch is a scheme that helps vulnerable households stay safe and warm during the cold months. Help available may include:
- Talking with the energy suppliers
- Advice on energy usage and insulations
- Advising on smart meters
- Setting heating timers
The Winter Watch scheme is open to people living in council homes, private rented homes, owner-occupied homes and housing association properties based within the borough.
A professional referral can be made if someone is vulnerable and shows signs of fuel poverty and financial hardship, such as not using the heating when it is cold, or there is damp and mould in the house.

Free loft and cavity wall insulation
If your home has an EPC rating between D and G, you may be able to get free or low-cost loft and cavity wall insulation. Applications may be made through the Great British Insulation Scheme. You or your landlord can contact the Council for assistance.

Winter fuel payment
The Winter Fuel Payment is an annual one-off payment of £200 to £300 to help with winter heating costs. A Winter Fuel Payment is paid to those born on or before 23 September 1958 and receive certain benefits.
Cold weather payment
Cold Weather Payments help with extra heating costs during very cold weather. You do not need to apply; it is paid automatically when the temperature drops below zero for 7 days or more to people on certain benefits:
- Pension Credit
- Income Support
- income-based Jobseeker’s Allowance
- income-related Employment and Support Allowance
- Universal Credit
