Terms and conditions – building control

You may apply using either a Full Plans Application or a Building Notice.

The Building Notice option must not be used where:
a) the building is, or includes, a workplace as defined by the Regulatory Reform (Fire Safety) Order 2005 (e.g. offices, shops, factories, hotels), as consultation with the Fire Authority is required; or
b) the proposed work is over, or close to, a public sewer.

The following must be submitted with this form:
i. Full Plans Applications – a full set of detailed plans and construction information.
ii. Building Notice Applications – where the work includes an extension, a site location plan is required. Further information may be requested if needed.

2. Public sewers
Works must not be carried out over, or within 3 metres of, a public sewer without prior approval from the relevant water authority.

3. Party Wall etc. Act 1996
If the works affect or are near a party wall or boundary, the Party Wall etc. Act 1996 may apply. Applicants are advised to check their responsibilities.

4. Data protection
Information provided may be shared within the Council to support service delivery. Details will not be disclosed outside the Council except where permitted by data protection legislation.

5. Electrical work
Where notifiable electrical work is carried out by a contractor who is not registered with a Part P Competent Person Scheme, an additional charge may be applied to cover inspection costs. Please refer to the charges schedule.

6. Client
For the purposes of this application, a client can be an organisation or an individual. They will often be a developer or the building owner. As a client you must ensure that you have fully reviewed the information within the link below.

7. Supplementary charges
Charges are based on the assumption that the work does not involve high‑risk or unusual construction methods, is completed within 12 months, and is carried out by competent persons as defined within the link below. Where no inspections take place within a 12‑month period, a further fee of £106 (Including VAT) will apply. Additional charges may be incurred where these assumptions are not met.

For applications exceeding 3 years since submission an Archive fee of £110 (Including VAT) will apply.

8. Missed Inspections

Please be advised that you must ensure adequate access is provided for an inspection and that a suitable individual is on site. Any inspections missed may incur a missed inspection fee of £90. This must be paid before any further inspections will take place.

Important: plans or notices must be submitted to the council under the building regulations and any necessary planning permission obtained (if you haven’t already so you are advised to contact your Local Planning Department), before any work on site is commenced.
