Charging an electric car with no driveway
If you own an electric vehicle (EV) and do not have off-street parking, you may be able to charge your vehicle at home using a pavement channel.
A pavement channel is a safe way to run a charging cable from your property to your parked vehicle without creating a trip hazard on the pavement.
You must not place charging cables across pavements without approval.
Who can apply
You can apply for a pavement channel if you:
- live in a residential property in the borough
- do not have access to off-street parking
- plan to install a home EV chargepoint
Before applying, you should be aware that:
- a pavement channel does not provide a reserved parking space outside your home
- your application must be assessed before installation can go ahead
- some locations may not be suitable for a pavement channel
- permission is required because the installation takes place on the public pavement
A pavement channel is installed into the pavement. It creates a secure route for your charging cable and closes when the cable is removed.

Costs and available funding
Available funding
Local Electric Vehicle Infrastructure (LEVI) funding and the EV pavement channel grant
LEVI and EV pavement channel grant funding may be available to help cover the cost of a pavement channel.
If funding is available and you meet the requirements, the council will apply this automatically.
Government EV chargepoint grant
You may be able to get funding towards the cost of installing a home EV chargepoint through the government’s Office for Zero Emission Vehicles (OZEV) grant.
You must apply for this separately. The council does not manage or approve EV chargepoint grant applications.
You are responsible for:
- checking whether you are eligible
- making your application
- meeting the grant conditions
Installation costs
The estimated cost of installing a pavement channel is £879 plus VAT (£1,054.80), plus a £75 licence fee.
If LEVI and EV pavement channel grant funding is available, you will only need to pay £500 plus a £75 licence fee.
Wider pavements or more complex installations may cost more.
Final costs will be confirmed before installation.
Ongoing maintenance costs
After the 2-year warranty expires, residents must pay £4.99 a month for maintenance.
How the application works
Applications can be made through Kerbo Charge. The council will then assess whether a pavement channel is suitable at your property.
If approved, you will enter into a licence agreement and pay a £75 licence fee.
The council will check funding, arrange installation of the pavement channel. You will receive an invoice for the installation costs.
Apply for a pavement channel
If you would like to request a pavement channel, apply through Kerbo Charge. You will need to provide details about your property and proposed charging arrangements.
Your responsibilities after installation
If you use a pavement channel, you must:
- use the channel safely
- only place charging cables inside the installed channel
- remove cables when your vehicle is not charging
- follow the conditions of your licence
- have suitable public liability insurance for a minimum value of £2 million – this can be included with your vehicle insurance or provided through separate cover
You are responsible for any risks, damage or claims linked to the use of your charging cable.
