The borough of Reading (emissions based parking charges) (amendment) order 2020
Reading Borough Council under Sections 1(1), 2, 2(1), 3, 4(2), 32, 35, 49, 53, 122(1) and 122(2) and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (“the Act”) and all other enabling powers, after consultation with the Chief Officer of Police in accordance with Paragraph 20 of Schedule 9 to the Act as amended proposes to make the above Order.
The general nature and effect of the Order will be to implement emissions based charges for onstreet Pay and Display parking. Tariffs will vary depending on the fuel type of the vehicle, i.e petrol and diesel engines. Charges will be scaled according to the vehicle’s CO₂ emissions, with petrol vehicles assessed in 20% emission bands and diesel vehicles in 25% bands. Higher emitting vehicles will incur higher parking charges.
Where a vehicle is classified as a hybrid (powered by both electricity and an internal combustion engine), the applicable parking charge will be determined by reference to the CO₂ emissions figure stated on the vehicle’s registration certificate. If no such figure is recorded, the charge shall be calculated based on the engine capacity of the internal combustion component.
Where a vehicle is classified as fully electric (powered solely by electricity), the applicable parking charge shall be the standard tariff rate.
Copies of this Notice, the proposed order and statement of reasons for making the order can be viewed online at https://reading.govocal.com/en-GB/ . They can also be inspected during office hours by prior appointment only (via the email address below), Monday to Friday at the Civic Offices, Bridge Street, Reading from the date of this notice until of six weeks after the order is made.

All representations to the proposed amendment order must be made in writing and must specify the grounds on which they are made and must be sent to arrive before by no later than 12 September 2025. Objections received after this date may not be considered.

Notice of variation of on-street pay and display parking charges and tariffs
Notice is hereby given that Reading Borough Council in exercise of its powers under Section 46A of the Road Traffic Regulation Act 1984 and Regulation 25 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996 and all other enabling powers is varying its on street pay and display on-street parking charges in accordance with the Schedule below. Please also take note that the existing tariff categories will be simplified into three main areas: Inner Central, Outer Reading and Out of Town.
These changes will come into effect from 1 March 2025.
New parking areas:
Inner Central – This area covers central Reading including:

Outer Reading – This area includes location just outside of the town centre:

Notice of variation of on-street pay and display parking charges and tariffs
This notice varies the previously published notice dated 6 February 2025 which outlined proposed changes to on street pay and display on-street parking charges and the simplification of tariff categories into three main areas: Inner Central, Outer Reading and Out of Town.
It was identified that charges for Wokingham Road were omitted from the initial notice and some streets were incorrectly assigned to the wrong parking areas.
Notice is hereby given that Reading Borough Council in exercise of its powers under Section 46A of the Road Traffic Regulation Act 1984 and Regulation 25 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996 and all other enabling powers is varying parking charges in accordance with the Schedule below. The revised parking areas are also set out below.
These changes will come into effect from 1 April 2025.
