We maintain a number of registers containing information of public interest.

Animal welfare licences register

The law says people/businesses must hold an Animal Welfare Licence from the Council to:

  • Run a cattery or kennels (including day and overnight boarding)
  • Breed puppies
  • Run a horse riding establishment (hire horses/give riding lessons for payment)
  • Run a pet shop or
  • Keep a dangerous wild animal or
  • Run a zoo

Community Right to Challenge

The Community Right to Challenge gives voluntary and community groups the opportunity to express an interest in providing or assisting in running a Council service under Part 5 of the Localism Act 2011. The Council must then consider this expression of interest, and if it is accepted start a procurement process to tender the service.

Cooling Towers Register

We keep a register of premises operating cooling towers and evaporative condensers in the borough. You must notify us if you are in control of a premises with a cooling tower or evaporative condenser.

Dispersal orders

We obtain dispersal orders where there is persistent antisocial behaviour. Visit the Crown Prosecution Service website for more details, and check back here to see when new dispersal orders are obtained.

We maintain data on our transparency code data land property.

We also have a register of all our garages. Please note we do not list postcodes for garages as they are not deliverable addresses.

List of assets of community value

Local community or voluntary groups can nominate important local land or buildings to be listed as assets of community value. Then – if they are put up for sale – they can bid and take over these properties.

Register of contaminated land

We maintain a contaminated land register. The land has since been remediated.

Register of hazardous substances

This register is required under the Planning Regulations 1992. Contact the Planning Section to view the register.

The register holds a copy of:

  • The name, address and area of the site where application for hazardous substances consent is being made
  • A description of the activities on the site
  • The name and maximum quantity of the hazardous substance on site
  • A copy of each claim for a deemed consent
  • A copy of each direction by the Secretary of State granting temporary exemption
  • The decision on each hazardous substances consent appeal.

Register of HMO licences

Our register of HMO licences will confirm if an address has a licence. This is a shortened version of the public register of licensed HMOs. You can request other details held on the full public register that are not published online. There is a charge of £ £38.10 for this and you will need to make a payment before the information is sent to you. Please then email hmo@reading.gov.uk detailing what information you require, and we will then send you an electronic copy of the register.

Warning: you may not extract or re-utilise information derived from the register and/or any copies of such information (whether electronic or in hard copy format) for any commercial or business purpose including but not limited to, trading, building commercial databases, reselling or redistribution of such information.

If someone becomes aware of a third party using information derived from the register in contravention of these terms and conditions this can be reported to the Information Commissioner’s Office.

Street drinking designation orders

This is not a list of areas where drinking is banned, but places where Police have the power to request someone stop drinking where there is drunkenness or antisocial behaviour.
