Exceptional Circumstance permits
This permit is intended for rare or unique situations not covered by other permit types, charged at £398; proof of residency/business, vehicle ownership, exceptional circumstance and statement of reasons required.
You should only apply for this permit if:
- Your situation does not meet the criteria for any other available permit.
- You can provide clear justification and supporting evidence for why your case is exceptional.
Examples of situations that would NOT qualify:
- Commuting to and from work
- School pick-ups and drop-offs
- Routine activities such as shopping, social visits, or leisure outings
- General work-related commitments
- Lack of off-street parking availability
- Cost or inconvenience of using public car parks
- Preference for parking convenience over public transport options
Examples of situations that may qualify:
- You are a nanny
- Your vehicle is registered outside of the UK
Proof of ownership of the vehicle
If you own the vehicle, provide one proof of ownership. The document must show your name, address and vehicle registration. This can be
- a current insurance document or
- a DVLA registration document (V5C).
If you are not the owner of the vehicle (for example, it is a company, lease or rented vehicle), you will need to provide both the following documents:
- a letter from your employer on headed paper or a copy of the lease, showing your name, address and the vehicle registration
- a current insurance document to show you are insured to use the vehicle
Proof of residency/business
Only one required showing name and address of resident/business, dated within last 4 months
- Bank statement
- Credit card bill/store card statement
- Gas/electric/telephone bill (mobile phone bills excluded)
- Current Council Tax bill/Business Rates
Proof of exceptional circumstance
Only one proof required showing the exceptional circumstances, such as
- Medical or Health-Related Circumstances e.g. GP, Hospital or healthcare provider letter, Medical Certificate or diagnosis summary
- Employment or work-related situations e.g. Letter from employer, contract or assignment details
- Nanny or childcare situations e.g. Letter from parent or guardian or registered/qualified nanny documents
- Foreign Registered Vehicle Evidence e.g. Letter explaining why UK registration is not yet possible. Shipping or import documentation. Proof of temporary residency/relocation
- Support letters from organisations/charities/court orders/police reports
Statement of reasons
This should include reasons why you are applying for a discretionary permit, the difficulties you have encountered with parking. The more detailed your reasons for applying, the more information the council can use to decide your application. You also need to outline the exceptional nature of your circumstances and why existing permit categories are not suitable.
