Apply for or renew a parking permit

How to apply

A range of permits are available for residents, visitors and businesses. Please check what proofs are required for each type of permit.

You can apply for your permits online. You will need to create an account and must have an e-mail address to do so. You will be required to upload your proof of address and vehicle before a permit can be issued.

Make sure you check you have entered the correct details. If you enter incorrect details your permit will not be valid and you may get a Penalty Charge Notice. A common error is to enter the letter ‘O’ instead of the number ‘0’.

If you do not have an e-mail address to create an account, please contact the permit team on 0118 937 3767 (Monday – Friday 9am – 5pm) and they will be able to post out an application form.

You must allow time for your permits to be printed and posted, as the scheme still requires a permit to be displayed in the vehicle to be able to park in the permit zones.

Permits last for 12 months.

New residents

You can apply for two residents permits per household.

If you have moved into a permit area, you will need to provide one proof of residency (utility bill, bank statement, council tax demand) and proof of vehicle ownership (DVLA registration document or insurance certificate/schedule showing the same address you have used to apply for the permit) via the online system.

If the vehicle is not owned by you (company vehicle, lease car, rental car only), a letter from the registered keeper proving right to use the vehicle and a copy of the fleet/insurance certificate must be supplied with your application. Please note the Council will no longer accept letter of authority and insurance documents for vehicles not registered at the property the permit is intended for. The only exceptions are company vehicles, lease cars or rental cars.

If you do not have the necessary proofs as set out here, you can apply for a temporary permit while we process your application.

Please allow up to 14 days for a residents permit to be issued.

Visitor parking permits

You can have two free visitor permit books a year – you can buy a further five. Apply for visitor permits online.

We have a separate form to apply for Minster Court visitor permits.

Please allow up to 14 days for a visitors permit to be issued.

Tradesperson and landlord parking permits

Discretionary permits

If you apply for a discretionary permit, this is the guidance that Council Officers use when deciding an application. The more detailed your reasons for applying, the more information the Council can use to decide your application. Please remember each case is dealt with on their own merits.

Discretionary applications can take up to 28 days to be reviewed.

Renewals

When your permit is ready to be renewed (including visitor permits), you will receive an email and will need to log into your account to renew it. You do not need to provide proofs unless your permit is a discretionary permit.

You must allow time for your permits to be printed and posted. The scheme still requires a permit to be displayed in the vehicle to be able to park in the permit zones. Please allow up to seven days for a residents and visitors permit to be issued.

Make sure you check you have entered the correct details. If you enter incorrect details your permit will not be valid and you may get a Penalty Charge Notice. A common error is to enter the letter ‘O’ instead of the number ‘0’.
